+Use `python-sgp4` library to parse TLEs and calculate positions. https://pypi.org/project/sgp4/

+Convert the "true Equator Mean Equinox position" into a RA/Dec position on the sky (as a function of time).
+
+Search telescope archives for imaging observations covering that position at that time.
+- check to make sure that part of the sky was visible at the time (at night for optical telescopes)
+- Establish a number of queries for various time ranges, where the time range would correspond to about the time it would take the satellite to cross the FOV. (this requires calculating the angular velocity of the satellite).
