#20 As a user I would like to be able to update resolved proposals

Low priority, but sometimes a proposal is resurrected and it would be nice to be able to do that via the CLI. Because "resolved" proposals will accumulate with time and this updating will likely only apply to one or a few proposals, the user should be able to provide a proposal ID as a command line argument. That will be searched and displayed to the user to confirm that they want to update it.
