In principle this can already be entered by the user entering multiple telescopes when prompted for the "telescope". However there are a couple limitations here:
statistics cannot be isolated for the joint proposals
it offers no clean way to keep track of the program IDs associated with the partner observatories
One way to address this could is:
a "joint with" column that references the primary proposal's internal ID. The downside that this isn't backwards compatible with the existing way of calculating proposal success rates. Logic would also need to be written to trigger status updates on any associated joint proposals
