#1 Cancel predictions

Sometimes a prediction turns out to be poorly specified, such that it cannot be evaluated. Allow for a prediction to be "canceled" instead of evaluated successfully. Unresolved predictions are identified as predictions.outcome being NULL. Set the outcome to -1 for a canceled prediction.
